Japanese iPhones already have emoji enabled. You can enable emoji on your iPhone without jailbreaking for free. There are some apps that enable emoji but most of them aren’t free or they are chinese or japanese.

Funny phrases from signs, menus, or buildings in Japan (and other countries) are being submitted to Engrish.com. According to the FAQ in Engrish.com (see link below) the definition of Engrish is ‘… the humorous English mistakes that appear in Japanese advertising and product design.’
The Japanese just use English words on their products because it’s so cool and they often don’t care if it makes any sense. Think carefully before pointing your finger at them.
